On February 1, Beijing Energy International’s Second Session of the First Congress of Staff and Workers for 2024 (or Work Congress for 2024) was held in Beijing. Kan Xing, deputy secretary of the Party Committee and president of Beijing Energy Holding, attended the meeting and delivered an important speech.







The meeting fully summarized the achievements in 2023 and the successful experience of the company’s development in the past three years, focused on its overall strategy, solidified the consensus, established the objectives in 2024, and deployed the key tasks for the new year and beyond.






Kan Xing congratulated Beijing Energy International on the successful convening of the meeting. He pointed out that the past three years had been high-yielding under the strategy of following the general trend, prioritizing main business and diversified layout. The company has been in tandem with the development of the times, continuously broadened the development path and accelerated the green transformation of energy. The company has made new achievements in overseas project development, taken new steps in market-oriented management mechanism with highly efficient governance and business performance.


Kan Xing said that the company has been faced with the major tasks of strategic development, cultural integration and resource integration during this period. All the work progressed steadily and difficulties were overcome with concerted efforts, showing a bright landscape with sound development momentum, strong morale and sense of gain among the staff members. The company has been forging ahead with pioneering spirit, bravely tackling difficulties with concrete and proactive measures, and has delivered fructiferous results and supported the realization of “building a stronger company” strategy.


Focusing on the key work and future development of the company in 2024, Kan Xing emphasized the following points:

First, we must be a firm leader in the development of the energy industry and hasten the green transformation; keep up with the energy transformation and development trend of green energy production and consumption, low carbon, intellectualization, diversified energy supply and multi-energy complementary integration, adhere to the wind power and solar power strategy, promote the development of large-scale energy base projects, actively establish contact mechanisms between government and enterprises, and strive for a phased breakthrough in 2024. We should continue to promote the layout of emerging business segments, improve independent development, explore new modalities such as source-grid-load-storage network, hydrogen production from new energy, ammonia production, and study the profitability model of shared energy storage. At the same time, we need to actively explore new markets to trigger scale-up effects and high returns;


Second, we must be a firm practitioner in deepening reform, and stimulate the vitality and motivation of the company. We will continue to improve modern corporate governance and market-oriented operation mechanism and adhere to the concept of competitive market-oriented recruitment mechanism. We need to continuously optimize the management mode, dynamically adjust the enterprise development mode in the context of the changes of economic development and industry situation, clarify the strategic positioning at all levels, increase delegation of power and release the growth vitality. We will continue to improve the salary and incentive system. While adhering to the market-oriented salary system and improving the differentiated distribution mechanism focusing on the incentive of core talented professionals, we will strengthen performance management and promote the implementation of the medium and long-term incentive mechanism so that employees can share the dividend of market-oriented reform;


Third, we must be a good example of business management and strictly control risks. We should focus on “one profit and five rates”, seek a breakthrough in operating efficiency, conduct in-depth research and analysis in light of our own reality, and implement the “one profit and five rates” parameter system on specific projects and performance appraisal. We should continue to promote cost-effectiveness, take “Five Fine Management” as the entry point, build a team of “Three Basics and Nine Strengths”, and continuously improve the basic management ability. It is necessary to thoroughly study the “Huawei Mode” and “Temasek Mode” and continue to benchmark with the international first-class players. It is necessary to continuously strengthen risk prevention and control, strengthen auditing, and consolidate all basic work with higher standards. We must continue to promote digital transformation, drive the transformation of operating methods through digitalization, improve efficiency and create benefits for high-quality development. We should continue to carry forward the entrepreneurial spirit and improve corporate governance.

Fourth, we must be staunch practitioner of Party building innovation and further improve the quality of Party building. We need to fully understand the great significance of strengthening the Party building within SOEs, effectively integrate the Party’s leadership into all aspects of corporate governance, constantly improve the ability in judgment, understanding and implementation. We need to adhere to the systematic construction of the Party building in an all-round way, and promote the deep integration of Party building, production and operation. We will vigorously promote the strict management of enterprise, strengthen supervision and accountability system, and constantly create an atmosphere of cleanliness and integrity.







Zhu Jun, president of Beijing Energy International, delivered a speech entitled “Stay Ambitious, Stay Courageous and Strive to Write A New Chapter on the High-Quality Development”. Zhu Jun pointed out that the company focused on the positioning of “A Trailblazing Year” in 2023, with the main line of “striving for steady progress, optimizing layout, fine management, tackling difficulties and creating efficiency”, and made concerted efforts to forge ahead courageously, and achieved fructiferous results in all aspects: remarkable achievements were made in enterprise management and development, the advantages of main business scale were constantly consolidated, infrastructure projects were promoted with high quality and high efficiency, development resilience was continuously enhanced, and development support capacity was continuously bolstered.


Zhu Jun emphasized the following points for the key work in 2024.


First, integrate the layout of investment and development business to improve the scale of asset quality;

Second, comprehensively strengthen fine cost control and further tap the potential of cost-effectiveness;

Third, fully promote the construction of key projects and further build a brand with engineering characteristics;

Fourth, strengthen the implementation of safety management responsibilities and further build a safe production foundation;

Fifth, strengthen the innovative financing of capital operation and further optimize the company’s financial parameters;

Sixth, optimize fine management and benchmark with the best, and further enhance the ability of value creation;

Seventh, vigorously promote new scientific and technological innovation and constantly inject new vitality into the development of the company;

Eighth, focus on reform, and deepen mechanism innovation to further stimulate the development momentum;

Ninth, strengthen compliance management and supervision for the high-quality development.







Zhang Ping, chairman of the Board of Directors of Beijing Energy International, delivered an important speech entitled “Courageously Shouldering the Heavy Responsibility, Making Every Effort to Create A New Landscape for the Company’s High-Quality Development”. Zhang Ping affirmed the presentation on operation and management and pointed out that the company has maintained a high-quality and rapid development trend with the support of Beijing Energy Holding, shareholders and all staff members of the company since its reorganization three years ago. With development momentum continues to grow, the main business has stood out and been diversified, and the company has built a first-class credit system in the industry, and the financing mode and talent recruitment mechanism have been continuously improved.


Zhang Ping highlighted that although the company has made some achievements at this stage, it needs to strengthen areas of weakness, focus on the quality of underlying assets, develop projects with high return on investment, and adhere to high-quality development. In the context of the downstream user demand of clean energy industry, the company should take a diversified development path, take attracting strategic investment and reducing liabilities as the core issues of its future development, and spare no effort in increasing equity funds.


According to Zhang Ping, 2024 marks the 75th anniversary of the founding of P.R.C., a crucial year for the implementation of the 14th Five-Year Plan and an important year for the company to achieve high-quality development. It is of great significance to operate and manage well throughout the year. We have completed the development goals in the first three years as expected and will enter the next stage of strategic transformation and adjustment. The company should continue to maintain the entrepreneurial spirit, adjust the pace of development in a timely and appropriate manner, and take asset quality and economic benefits as its core task. Focusing on high cost-effectiveness, the company will take “focusing on main business with diversified drivers, improving fine management with innovation and efficiency” as the main line of work, adhere to the development path of “dual-circle, one-center and one-focus”, and promote the coordinated layout of six business segments. It will take various measures to improve asset quality and management level, increase multi-dimensional innovation in system and mechanism, Party building, science and technology, management, etc., to form new quality productivity and establish advantageous position in its development.


On the key tasks and the overall idea of development in 2024, Zhang Ping put forward six suggestions:


First, center on the cost-effectiveness, be performance-oriented, and unswervingly follow the path of high-quality development;

Second, adhere to intensive cultivation, expand diversified layout, and strive to enhance the core competitiveness;

Third, take multiple measures to attract investment, go all out to reduce liabilities, optimize financial parameters, and ensure sustainable and healthy development.

Fourth, enhance the overall management level, optimize the organizational structure, and provide drivers for the company’s diversified and high-quality development;

Fifth, consolidate the achievements of overall management improvement, create a new supervision system of “five-in-one across the horizontal line, full compliance across the vertical line”, and improve the ability to fend off risks;

Sixth, innovate the corporate culture, solidify the development consensus, and let all staff members fully enjoy the development dividend and grow together with the company.





Liu Guoxi, secretary of the Party Committee and chairman of the Trade Union, presided over the meeting and conveyed the essential messages of the meeting.





The meeting issued in writing the Work Report of Beijing Energy International’s Party Committee in 2023, the Work Report of Beijing Energy International’s Trade Union in 2023, the Preparatory Work Report of the Second Session of First Congress of Staff and Workers for 2024, the Report on the Qualification Examination of Staff Representatives and the Report on the Handling and Implementation of the Proposal of the First Session of First Congress of Staff and Workers for 2024, and adopted the Resolution of the Second Session of First Congress of Staff and Workers for 2024 of Beijing Energy International.







The meeting read out the “Decision on Commending Advanced Collective Units and Outstanding Individuals in 2023”, and Zhu Jun presented awards to the winners of the company’s 2023 Outstanding Elite Award and Star Employee Award; Liu Guoxi presented awards to the outstanding individuals recipients of the company’s 2023 Special Contribution Award; Zhang Ping presented awards to the winners of the company’s 2023 Advanced Management Team Award.







Liu Guoxi signed the “Responsibility Letter for Strictly Administering the Party (Party Building) in 2024” with the representative of the Party Secretary.






Zhu Jun, the representatives of heads of branch companies and subsidiaries, and the representatives of heads of project departments respectively signed the 2024 Letter of Responsibility for Management Objectives of Branch Companies and Subsidiaries, the 2024 Letter of Responsibility for Safety and Environmental Protection Objectives and the 2024 Letter of Responsibility for Scientific and Technological Innovation Objectives.







Members of the company’s management team; external directors; directors and general counsel; heads of departments and offices in the headquarters, vice-chairman of Trade Unions and secretary of the Communist Youth League Committee; representatives of all employees (members) of the first session of the first congress of the company; 116 people including party secretaries, executive directors and general managers of each branch company and subsidiary attended the meeting.
