On March 28, 2023, Jiang Fan, party secretary and chairman of Beijing Energy Holding Supervised East China Branch Company of Beijing Energy International. Chen Guogao, vice president of Beijing Energy Holding, Jia Fabin, secretary of the Board of Directors and head of Company Office, and Li Xinfu, head of Assets and Capital Management Department of Beijing Energy Holding; Zhang Ping, chairman of the Board of Directors of Beijing Energy International, Huang Hui, vice president, and Wang Yang, chief financial officer participated the supervisory tour. The management of East China Branch Company and the heads of relevant departments attended the meeting.




During the meeting, the supervisory team listened to the special work report made by Du Wenyuan, general manager of East China Branch Company, on the key work of the company, including business development, management improvement, safety production, scientific and technological innovation and Party-building, and put forward specific requirements for its future work.

Zhang Ping pointed out that East China Branch Company should seize the historic development opportunity of the country’s dual carbon goal of carbon peaking and carbon neutrality, avail itself of the branding impact of Beijing Energy Holding to expand its development. He said that the company should consolidate its development in the Yangtze River Delta economic region, establish a differentiated development layout, develop more projects and promote project development and mergers and acquisitions with high quality. The company should focus on production, operation and management, per capita profit creation and other aspects, strengthen benchmarking and management to continuously improve it operational efficiency.

Chen Guogao highlighted the following points. First, develop the sense of legal compliance. Continuously optimize and improve management standards and processes, avoid economic risks and misconduct, and lay a solid foundation for the healthy, sustainable and rapid development of the company. Second, establish the sense of high-quality development. Actively use company’s own advantages, take reform and innovation as the driver, improve the industrial structure, focus on the Jiangsu, Zhejiang and Shanghai region, increase the intensity of project development, and maintain the company’s high-quality development momentum. Third, lead by example. Solidify its root in Shanghai and continue to tap the potential of local market, capitalize on the branding impact and fully showcase the good image of Beijing Energy Holding and Beijing Energy International, and play an exemplary role for Beijing’s SOEs. Fourth, establish the sense of innovation. Focus on incentive mechanism, distribution mechanism, business development and other fields, continue to explore new ideas and methods, incentivize employees to unleash their creativity and continuously improve the cohesive power of the company.




Jiang Fan affirmed the achievements and morale of East China Branch Company over the past year. He stressed the following points. First, establish a sense of cost-effectiveness. It is necessary to pursue the maximum benefits on the basis of scale expansion, continuously improve the profitability and the quality of assets. Second, establish the sense of innovation. The company should focus on the long-term strategic layout, clarify the development goals and direction and strengthen its competitive edge. It should innovate management concepts, strengthen incentives and guidance by optimizing management structure, stick to the right track and constantly motivate the employees. Third, build market awareness. Constantly promote the reform and innovation of system and mechanism, be open-minded, carefully study the market, focus on the main business and implementation, improve management efficiency and create drivers for the company’s development. Fourth, encourage and build team spirit.
