From November 4 to 7, Li Yuhai, Deputy Secretary of the Party Committee and President of Beijing Energy Holding (BEH), led a management team to Chongqing, Shanghai, Gaoyou, and Nanjing to inspect at Beijing Energy International’s Chongqing Gas Project, East China Branch, and Nanjing’s Jiangning District Energy Storage Power Station, providing guidance and advice for the company’s high-quality development.

On the first day of the visit, Li Yuhai and his team arrived at the site of Chongqing Gas Project, where they conducted an on-site inspection of the proposed plant location and learned in detail about external construction conditions such as gas, water, and power supply.
At the subsequent symposium, the team listened to Beijing Energy International’s presentation on project development, construction progress, and business planning. The participants held in-depth discussions on key points and challenges in project advancement.
Li Yuhai fully affirmed Beijing Energy International’s achievements in actively developing the Chongqing energy market and advancing its transformation amid a complex and volatile market environment.
Regarding the next phase of work, Li Yuhai outlined the following requirements: First, anchor efforts in serving the capital’s strategic priorities, solidify the implementation of all prerequisite conditions for the project to contribute to Beijing’s economic and social development, strengthen coordination and alignment with Xizang-aid programs, actively introduce strategic upstream cooperative resources, and enhance the project’s comprehensive enabling effect. Second, conduct rigorous economic assessments throughout the project lifecycle, solidify preliminary conditions such as grid connection, power transmission, gas volume, gas pricing, and electricity pricing, monitor the implementation of external supporting facilities, perform risk stress tests, and ensure high-quality and steady project advancement. Third, promote the coordinated and complementary development of multiple energy sources, foster the integration of gas with clean energy sources such as wind and solar power and industrial steam, and strive to build an integrated comprehensive energy service system.

From November 5 to 6, Li Yuhai and his team visited several key projects under Beijing Energy International’s East China Branch, including the 6 MW BIPV photovoltaic project at COSCO Container Terminal in Lingang, Pudong New Area, Shanghai; the 100 MW photovoltaic power station in Gaoyou, Yangzhou City, Jiangsu; and the 460 MW fishery-solar complementary project jointly developed with Yangzhou’s SUNREV in Ganduo, Gaoyou. They gained an in-depth understanding of the power stations’ operation, management, and electricity trading.

During the symposium, the East China Branch provided detailed presentation on core business indicators, asset performance growth, key project progress, innovation in safety management, and overall management enhancement. Participants held in-depth discussions on topics such as project management and efficiency improvement, cross-departmental coordination and resource integration, risk control, and innovative development.
Li Yuhai fully affirmed the professional demeanor of the East China Branch management team and their work achievements in recent years, outlining five key requirements for the next development phase:
1. Focus on Economic Efficiency and Actively Expand High-Quality Projects: Align with the “15th Five-Year Plan” to secure high-quality regional projects, striving to achieve the lowest all-inclusive cost, optimal operations, and maximized benefits. Prioritize the deployment of new power market projects and strive to establish a leading position in the Yangtze River Delta’s new energy sector.
2. Enhance Organizational Performance and Unlock Team Potential: Maintain a lean and efficient management model, optimize market operations and the renumeration & performance mechanism, and boost team dynamism and accountability. Convert management strengths into drivers for high-quality development.
3. Strengthen AI Empowerment to Enhance Core Competitiveness: Support BEH’s digital modeling initiatives by leveraging data models to improve analytical and decision-making capabilities. Promote the application of scientific and technological achievements and independent R&D, using intelligent solutions to boost power plant operational efficiency and create a smart energy benchmark.
4. Fortify Intrinsic Safety and Advance Professional Management: Adapt to the expansion of project types, build a professional safety team, and deepen the standardization of safety production to comprehensively elevate safety management standards.
5. Uphold Compliance and Ensure Lawful Operations: Integrate integrity building with risk prevention and control, establishing a comprehensive and effective risk management system to safeguard the company’s healthy and sustainable development.

On November 7, Li Yuhai and his team visited the construction site of Beijing Energy International’s 50 MW/100 MWh Nanjing Energy Storage Project, inspecting key areas such as the booster station, energy storage zone, and centralized control room. They listened to the detailed presentation on project construction progress, engineering quality management measures, cost control, and expected returns, inquired about the upcoming grid connection schedule, and conducted safety management inspections and guidance.
Li Yuhai expressed full affirmation for the achievements made by Beijing Energy International in the energy storage sector, particularly in investment, construction, operational capabilities, and core technology patents. Regarding the work for the next phase, he put forward four key requirements:
1. Enhance risk prevention awareness and resolutely safeguard the safety bottom line. Consolidate safety responsibilities, strengthen intrinsic safety, meticulously implement all construction safety measures, and improve risk early-warning and emergency response mechanisms to ensure the safe and stable commissioning of projects.
2. Organize construction scientifically to guarantee timely commissioning. Focus closely on the grid-connection target, fully mobilize all relevant resources, strengthen overall schedule management, and ensure projects are completed and operational on schedule. Strive to obtain peak winter electricity price subsidies, achieving a win-win outcome in both economic and social benefits.
3. Ensure a seamless transition from construction to production for standardized operations. After project grid-connection, ensure a smooth handover from the construction phase to operations. Properly manage the final defect rectification on the punch list, completion acceptance, and final accounting and settlement. Continuously advance standardized and normalized development to enhance the company’s operational control efficiency.
4. Strengthen cost and efficiency control to improve power plant profitability. Always adhere to the principle of benefit prioritization, implement full-cycle refined management, enhance dynamic whole-process cost control of projects, improve capital utilization efficiency, and rationally optimize resource allocation. This will ensure projects are stable and profitable immediately upon commissioning and steadily deliver their expected returns.
